CPT I must meet the regulatory requirements of CLIA 88’ to work in the clinical laboratory. The Phlebotomy Technician I primarily performs skin puncture or venipuncture on patients of all ages for the purpose of obtaining a blood specimen for analysis in the clinical laboratory and is under the supervision of licensed person(s). The CPT-1; 1) performs computer data entry, filing, telephone communication and other clerical duties, 2) possesses adequate knowledge of the terminology of tests ordered in the laboratory, 3) demonstrates good communication skills and telephone etiquette in greeting patients and other visitors in a polite and friendly manner, 4) demonstrates proper phlebotomy technique and the use of equipment in collecting specimens from newborns to geriatric patients, 5) processes microbiology, immunology, hematology, coagulation, urinalysis, chemistry and blood bank specimens, 6) processes specimens for referral to reference laboratories, 7) stocks and orders routine supplies, 8) maintains the cleanliness of storage areas, trays, centrifuges, refrigerators, freezers and work areas, 9) processes or load specimens on automated laboratory instrumentation in accordance with established policy and procedures, 10) other tasks or responsibilities may be assigned by the department manager/director.


Ensures patients are not drawn without a written order from a physician or authorized person.Possess knowledge of the regulatory requirements involved in the performance of phlebotomy.Possesses knowledge of tube management in relation to the test(s) requested and the proper order in which anticoagulant specimen tubes are drawn., and all aspects of specimen collection.Knowledgeable in the practice of Standard Precautions, in minimizing hospital borne infections, and patient isolation policies and procedures.Possesses a fundamental knowledge of the National Patient Safety Goals and its application to the job responsibilities.Thoroughly understands the departments phlebotomy policies and proceduresKnowledgeable in the performance of using sterile technique in obtaining blood cultures.Knowledgeable of department performance improvement initiatives and works toward improvement.Knowledgeable in the requirements for packaging and shipment of infectious agentsMaintains current CPT-1 certification and submits copies of continuing education completed to the Laboratory Director/Manager.


Performs venipuncture and skin puncture on patients of all ages from newborn to geriatric in a safe, accurate, and timely manner.Collects and processes biological specimens for laboratory analysis according to accepted procedure and observing proper precautions with potentially hazardous substances.  Reviews and documents orders for appropriateness.  Includes review and verification of duplicate orders.Ensures positive patient identification, minimum two required patient identifiers, prior to performing patient draw.  No misidentifications are permitted.Properly labels blood specimens drawn with Initials (CPT-1 identifier), date, and time collected on each specimen tube.Completes blood draws in a timely manner, routine - within 6 minutes, difficult cases - within 15 minutes, routine capillary punctures - within 10 minutes.Processes specimens immediately upon arrival in the laboratory and distributes to the departments.Recognizes problems with specimens, attempts to correct problem and notifies appropriate personnel and supervisor.  Documents process.Reviews tracking monitor on a regular basis and resolves pending drawsCompletes any draws generated 15-minutes prior to shift change.Greets outpatients and processes them promptly (within 10 minutes of patient’s arrival).Accurately enters specimen information into computer.  Medical record number, name, date and time must be verified with requisition with less than 2 date errors per year.  No medical record number or name errors.Demonstrates the proper use of phlebotomy equipment and safety devicesKeeps the phlebotomy room and office area well organized and neat at all times.  Keeps paperwork and reports out of access to visitors and patients.Maintains inventory of all trays and outpatient phlebotomy area.  Each should be fully stocked prior to next shift.  Keep all trays and draw area clean after use.Processes send-outs timely and accurately based on specimen and reference lab requirements.  All send-out specimens collected up to 30 minutes prior to end of shift must be processed.Reviews pending reference lab reports for timely reporting.Performs microbiology culture set-up and processes specimens for referral to reference lab.Actively participates in the training and orientation of new employees and other employees learning new duties.Performs other duties as assigned, by the Lead CPT-1, MLT, CLS, Lab Manager, Lab Director.


1.   Current and valid state certification as a CPT-1 optional.

2.   Current BLS (AHA) certificate upon hire and maintain current optional.

3.   Minimum 1 year clinical laboratory experience preferred, but new graduate acceptable
